What is your plan to deal with the Kansas Budget?

We must address the tax plan and its “March to Zero.” We need a balanced and fair tax system that encourages small business while allowing potential customers to have some money to spend with them.
We must invest in education. Every business needs an educated work force. On average, the more education people have the more money they make, which means more money circulating in the economy. We need to invest from pre-K through college.
We need Medicaid Expansion. We have now lost 1.4 billion dollars and are losing more every day. Health care is a growing industry and a job creator. Medicaid expansion would help our economy, hospitals and citizens.
We must take care of our infrastructure. Business needs good roads and bridges. Ongoing maintenance is good for all of us and it’s a job creator.

What kind of changes do you support in rewriting the school funding formula? Do you support additional funding for Kansas schools?

We need the input of educators to determine an appropriate formula. The old formula was based on the student needs being addressed by particular schools. It seems logical that any new formula must take into account the students sitting in the classrooms and what needs they have. What I hear from administrators is that they want to be able to plan. I support additional funding for schools. We have determined that public education is so important we have written into the constitution that it must be adequately funded. It is the legislature’s job to do that. I hope we don’t see another circumstance where the court has to force the legislature to uphold the constitution.

What is your number one priority for the upcoming legislative session and how do you plan to address it?

I believe strongly in education, a fair and balanced tax policy, good roads and bridges, Medicaid expansion, and an independent judiciary. But first we must get our fiscal house in order. That has to be job one. I have laid out my plan in an earlier question.
