What is your plan to deal with the Kansas Budget?

Reverse the 2012 tax cuts. Revise the tax structure so that the highest earners pay a higher percentage than the low earners. Right now low earners (income less than $20,000) pay an average of 11.1% in state and local taxes. The top 1% (over $439,000) pay 3.6% in state and local tax. Make our tax structure fair.

What kind of changes do you support in rewriting the school funding formula? Do you support additional funding for Kansas schools?

The school funding formula before block grants worked for many years. With some revisions, we should go back to that funding formula. The legislation should be fair to all school districts and sustainable. The school finance reform should not include a voucher system for private or parochial schools. School funding should be adequate and fair. Including KPERS as part of school funding is just one part of how our legislature played games with school funding. School funding was cut with the block grants. If we go back to the old formula it will be increased.

What is your number one priority for the upcoming legislative session and how do you plan to address it?

After school funding, I would be in favor of expanding Medicaid/KanCare. Our tax dollars are going to other states who have been smart enough to expand Medicaid. We need Medicaid/KanCare expansion in Kansas to save our hospitals.
