What is your plan to deal with the Kansas Budget?

Repeal the LLC loophole. This was supposed to help small business and bring jobs but the job rate is 0%. $400 million went to tax relief for people who made $250,000 or more. By repealing the loophole, we will be able to get additional revenue into the budget. We should also be ready to have legislation on the first day of the session and study to see if it can be retro-active for the tax year 2016. Also, develop a long-range goal for fiscal management, including prohibiting sweeps from the retirement fund.

What kind of changes do you support in rewriting the school funding formula? Do you support additional funding for Kansas schools?

We need to return to the 2005 funding formula, which is the last constitutional formula for education. It provides equity for small districts and poor, and also includes an at-risk funding fund. In 2008, the general fund base per pupil was $4433. In 2016, the base per pupil is $3853. That is a 14% decrease for the general fund which provides funding for the classroom. We need to develop a 3-year education plan and uses 1/3 of the revenue from closing the LLC loophole.

What is your number one priority for the upcoming legislative session and how do you plan to address it?

Fixing the budget mess and repeal the LLC loop-hole, and expand Medicaid.
