Arkansas City man arrested on allegations of rape

ARKANSAS CITY, Kansas — Arkansas City police have arrested a 40-year-old man on allegations of rape with a 15-year-old girl.

The incident occurred on Wednesday between 8 and 9 a.m.

Arkansas City police say at approximately 11 p.m. Charles Mills turned himself into police.

He was arrested and is currently at the Cowley County Jail being held on a $15,000 bond for the charges of rape and aggravated indecent liberties with a child.

Police say the investigation is still active.
